The State and Local Tax Planning Manager ('SALT Manager')

Duration: 3+ Months Contract(24 hrs per week)


Job Description:

The State and Local Tax Planning Manager ('SALT Manager') applies state and local tax expertise to solving tax issues, aiding in tax decisions, managing state and local tax audits, managing state and local tax due diligence, identifying tax planning opportunities and risks, and implementing tax planning. This individual researches various state tax issues to arrive at the most advantageous and proper treatment under the tax law and documents the analysis and conclusions. The SALT Manager reviews material state tax returns and supporting schedules to confirm that the appropriate positions are taken, assists with the corporate-wide state income/franchise, property, and transaction tax issues, and drafts/reviews a wide range of state and local tax memoranda.


1 Uses knowledge of state tax concepts to seek to identify opportunities to minimize company's tax burden

2 Investigates and solves technical state tax issues, including those connected with state tax returns and planning

3 Assists with implementation of complex state tax planning strategies and the resolution of associated broad range of issues

4 Reviews working papers, schedules, reports and other correspondence, state tax returns, or other items related to tax returns or to tax payments necessary to comply with tax laws, or other items related to accounting for state income taxes

5 Researches various state tax matters to arrive at the most advantageous but proper treatment under the law; formulates/offers conclusions

6 Analyzes proposed state tax laws, models impact of potential new tax laws and writes position statements on proposed tax laws

7 Gathers data, formulates position statements, coordinates, or negotiates in respect of examinations by state tax authorities

8 Writes/Reviews SALT Memoranda regarding uncertain tax positions and other technical memoranda


Requirements:

- Undergraduate degree in Accounting or other financial discipline

- At least 6 years of state sales/use and/or income/franchise tax consulting/planning experience

- Advanced degree, such as Master's in Tax and/or Juris Doctorate preferred

- Big-4 experience preferred

- Ability and experience with supervising junior staff levels and interns

- Ability to work more independently than a senior tax analyst (requiring less detailed instruction and supervision)

- Ability to build relationships within the Tax organization and outside Tax (e.g., Treasury, Accounting, Legal)

- Detailed knowledge of tax law and rules and regulations

- Excellent research, writing and communication skills

- Requires occasional travel among the office/business unit locations in Illinois, D.C., Maryland, and Pennsylvania.
